What happens
The XRP Ledger is set to switch on an amendment called fixCleanup3_4_0 on 4 Nov, no earlier than 14:46 UTC. It shipped in xrpld 3.4.0 on 16 Sep and has been collecting validator votes since 17 Sep.
The headline fix is a permission bug. An account that was only allowed to destroy an issuer's tokens could, under certain conditions, create new ones. Think of a payments service that burns stablecoins when customers cash out. That service should never be able to print. CoinDesk found no public reports of the flaw being exploited, and XRP's own supply is not affected, because the bug concerns issued tokens, not XRP.
The same package also tightens how vault deposits and withdrawals round, how issuers recover tokens from trading pools, and when a loan can be marked late or in default.
The numbers
An amendment needs more than 80% of the 35 trusted validators for 14 days in a row, so 29 votes must hold the whole time. CoinDesk reported 33 of 35 backing this one on 2 Nov.
It was first expected on 23 Oct. On 21 Oct, support fell to 26 and came back about two hours later. That restarted the 14 day clock and pushed activation to 4 Nov. XRPSCAN still shows the amendment in its activating state with the majority held since 21 Oct.
The bigger prize is lending. CoinDesk says the lending amendment has 19 votes and the vault system it depends on has 21. Both need 29. If both reached 29 votes on Wednesday 4 Nov, the earliest lending could go live is 18 Nov.
What I'm watching
First, whether support stays above the line until the network voting checkpoint after 14:46 UTC. One more dip and the clock restarts again.
Second, the lending and vault votes. Those two amendments matter more for XRPL as a place to run credit and tokenized assets than this clean up does.
Third, the documentation. The official amendments page currently warns developers not to delegate the PaymentBurn permission until this fix is enabled. I want to see that warning go away.
My view: this is plumbing, not a price catalyst. But issuers of stablecoins and tokenized assets look at permission rules before they look at charts. A ledger that fixes a mint and burn gap before anyone exploits it is the kind of boring work that makes serious volume possible later. The 19 and 21 votes tell me lending is still far from ready.
